The fastest torp is the British Spearfish modern versions can reach over 80 knots +.

Thier not the fastest ships, though they are the fastest carriers, reaching a max of around 40 knots (this is very speculative as their true top speed has never been released).
many small ships like hydrofoils can reach speeds of over 50 knots and many small attack ships over 40.

For the most part no, Pre-Dreadnoughts had speeds of less than 20 knots, early destroyers could go over 30. Later as the torpedo boat scare went away, and their need as a naval vessel increase , it went down to around 30. The later Dreadnought Battleships are split between the early Battleline ones and the Fast Battleships of WWII, early ones of WWI had speeds of around 20 knots, the fastest being the Queen Elizabeth battleships being 24 knots. Fast Battleships had speeds from 25- the 33knots of the Iowas, the fastest Battleships ever. Depanding of the Navys of the WWII era, Destroyers speed ranged from the high 20s to the low 40s, "frigates" or then called Destroyer-Escorts were small mass constructed ships built around only a single shaft giving them speeds ranging from the low to high 20s, speed wasn't their need, numbers were for escorting cargo ships.
The problem with compairing real naval ships to EVE ships is the abscence of fuel and thus the need for endurence, something most large ships have instead of speed, and small ships have instead of long range. The Wahoo Shock Project |
